What OpenClaw actually is (not just the hype)

OpenClaw is a free, open-source autonomous AI agent. Originally called Clawdbot, it was created by Austrian developer Peter Steinberger and first released in 2024. By March 2026, it has accumulated over 247,000 GitHub stars and 47,700 forks, making it one of the fastest-growing open-source projects in history. In February 2026, Steinberger joined OpenAI, and the project was transferred to an independent open-source foundation.

But what does it actually do? Unlike ChatGPT or Claude, which are conversational AI tools you interact with through a chat interface, OpenClaw is an agent that takes actions on your behalf. You give it a goal, and it figures out the steps, uses tools, accesses your systems, and executes tasks autonomously. It communicates through messaging platforms -- Slack, Teams, Discord, Telegram -- and operates via an extensible skill system that lets it interact with virtually any API or service.

How it works under the hood

OpenClaw has four core components that every business user should understand:

The orchestrator. This is the brain. It receives instructions (from a user message or a scheduled trigger), breaks them into steps, decides which skills to use, and manages the execution flow. The orchestrator calls an LLM -- GPT-4o, Claude, Gemini, or any compatible model -- to reason about each step.

Skills. These are modular plugins that give OpenClaw its capabilities. A skill might read your email, create a Jira ticket, query a database, send a Slack message, or interact with an API. Malicious skills on ClawHub

Cisco Talos, one of the world's largest commercial threat intelligence teams, published research in early 2026 revealing that between 12 and 20% of community-contributed skills on ClawHub contain malicious code. The most common payloads include data exfiltration (silently sending your data to an external server), prompt injection (manipulating the agent's behaviour to bypass safety controls), and credential harvesting (capturing API keys and access tokens that pass through the agent).

This is not a theoretical risk. These are skills that look legitimate -- a Salesforce integration, a Jira connector, an email summariser -- but contain hidden code that runs alongside the expected functionality. The skill does what it promises while quietly siphoning your data.

Critical

Never install a skill from ClawHub without reviewing its source code. The ClawHub moderation process is community-driven and cannot catch every threat. Treat ClawHub skills like untrusted third-party npm packages -- except with direct access to your business systems.

Exposed control panels

Security researchers have identified over 42,000 OpenClaw admin control panels accessible on the public internet without authentication. These are OpenClaw instances where the admin dashboard -- which provides full control over the agent, its connected systems, its stored credentials, and its conversation history -- is reachable by anyone with a web browser.

This happens because the default OpenClaw configuration does not enable authentication on the admin panel. Developers spin up an instance, connect it to their business systems, and forget (or do not realise) that the management interface is exposed. The result: complete compromise of every system the agent can access.

Remote code execution vulnerabilities

OpenClaw's skill execution environment has had multiple remote code execution (RCE) vulnerabilities disclosed and patched. Skills run code on your server, and if the sandbox is improperly configured (or if a skill payload is crafted to escape the sandbox), an attacker gains shell access to your host machine. From there, lateral movement into your network is straightforward.

The attack surface is your entire toolchain

When you connect OpenClaw to your email, CRM, calendar, databases, and DevOps infrastructure, you are creating a single point of compromise. If OpenClaw is breached -- through a malicious skill, an exposed admin panel, or an RCE vulnerability -- the attacker inherits every permission you gave the agent. Every API key, every OAuth token, every database credential.

OpenClaw and the EU AI Act

This is where we offer something no other OpenClaw guide does: a thorough analysis of your legal obligations under EU law. The EU AI Act (Regulation (EU) 2024/1689) is now in force, with phased enforcement deadlines. If your business operates in the EU or serves EU customers, deploying OpenClaw triggers specific legal obligations that most teams are not aware of.

Is OpenClaw an AI system under the Act?

Yes. Unambiguously. Article 3(1) defines an AI system as a machine-based system designed to operate with varying levels of autonomy that infers how to generate outputs from inputs it receives. OpenClaw is autonomous (it plans and executes multi-step tasks), it generates outputs (emails, reports, API calls, decisions), and it infers actions from inputs (user instructions, system data, context). It meets every element of the definition.

The underlying LLM (GPT-4o, Claude, or whichever model you use) is a general-purpose AI model with additional obligations on its provider (OpenAI, Anthropic, etc.). But your deployment of OpenClaw -- with its skills, integrations, and business-specific configurations -- creates an AI system for which you are responsible.

You are the deployer

Under Article 3(4), a deployer is any natural or legal person that uses an AI system under their authority, except for personal non-professional activity. When your company deploys OpenClaw, you are the deployer. This is true regardless of whether OpenClaw is open-source and free. You deployed it. You configured it. You connected it to your systems. You are responsible.

As a deployer, your obligations include (depending on risk classification):

AI literacy (Article 4). Every person in your organisation who uses or interacts with OpenClaw must have sufficient AI literacy. This is not optional. Article 4 is already in force since February 2025. Your staff need to understand what OpenClaw does, how it makes decisions, its limitations, and when human intervention is needed.

Transparency (Article 50). If OpenClaw interacts with people outside your organisation -- for example, responding to customer emails or client enquiries -- you must disclose that they are interacting with an AI system. No exceptions.

Human oversight (Article 26). You must ensure appropriate human oversight of OpenClaw's operation. For high-risk use cases, this means a qualified person must be able to understand the system's capabilities and limitations, monitor its operation, and intervene or stop it when necessary.

Documentation and logging (Articles 26, 27). You must maintain records of how OpenClaw is configured, what data it processes, what decisions it makes, and any incidents. For high-risk systems, this includes a fundamental rights impact assessment.

GDPR interaction

OpenClaw processes data -- potentially including personal data -- from every system it connects to. Under GDPR, you are the data controller. If OpenClaw sends data to a third-party LLM API (such as OpenAI's servers in the US), you need a data processing agreement, an adequate transfer mechanism (Standard Contractual Clauses or an adequacy decision), and potentially a DPIA. The EU AI Act adds to these obligations, it does not replace them.

When does OpenClaw become high-risk?

OpenClaw's risk classification depends entirely on what you use it for. The tool itself is not inherently high-risk -- it becomes high-risk when deployed in domains listed in Annex III of the AI Act. Minimal risk. Email triage, scheduling, content drafting, DevOps automation, general operations monitoring. Most standard OpenClaw deployments fall here. Your obligations: Article 4 AI literacy and Article 50 transparency where applicable.

Limited risk. Any deployment where OpenClaw interacts directly with people (customer-facing chatbot, automated email responses to clients). Additional transparency obligations apply.

High-risk. Using OpenClaw for employee performance evaluation, hiring recommendations, credit assessments, insurance decisions, student grading, or any decision that materially affects a person's access to services or opportunities. Full conformity assessment, fundamental rights impact assessment, human oversight, and technical documentation requirements apply.

Prohibited. Using OpenClaw for social scoring, covert manipulation, emotion recognition in the workplace to evaluate employees, or real-time biometric identification in public spaces. These uses are banned regardless of the tool.

Providers and deployers of AI systems shall take measures to ensure, to their best extent, a sufficient level of AI literacy of their staff and other persons dealing with the operation and use of AI systems on their behalf.

How to deploy OpenClaw the right way: 8-step checklist

If you have read this far, you understand both the opportunity and the risk. Here is the practical checklist for deploying OpenClaw in a way that delivers value without creating security holes or compliance gaps. Follow these 8 steps in order. Each one builds on the previous.

Docker isolation with restricted networking

Never run OpenClaw directly on a host machine. Deploy it in a Docker container with restricted network access. The container should only be able to reach the specific services it needs -- your email server, your CRM API, the LLM provider -- and nothing else. Block all other outbound traffic.

Use a dedicated Docker network. Create an isolated Docker network for OpenClaw and its dependencies. No shared networks with other services.

Restrict outbound traffic. Use iptables rules or Docker network policies to whitelist only the IP addresses and domains OpenClaw needs to reach. This prevents data exfiltration by malicious skills.

Run as non-root. Configure the container to run as a non-root user. Never give OpenClaw root access to the host.

Resource limits. Set CPU and memory limits on the container to prevent denial-of-service from runaway skills.

Dedicated service accounts with least-privilege access

Create dedicated service accounts for every system OpenClaw connects to. Never use personal accounts or admin credentials. Each service account should have the minimum permissions required for the specific tasks OpenClaw performs -- and nothing more.

Email. A dedicated mailbox for OpenClaw, not your personal or shared team inbox. Read-only access to the inbox, send-only access for outgoing mail. No access to other mailboxes.

CRM. An API user with permissions limited to reading contacts and creating records. No delete permissions. No access to billing or financial data unless explicitly required.

Source code. Read access to repositories, permission to create branches and pull requests. No merge permissions. No access to production deployment credentials.

Skill vetting process

Establish a formal process for approving skills before they are deployed. No skill from ClawHub should be installed without review. Given that 12 to 20% of community skills contain malicious code, this is not paranoia -- it is basic hygiene.

Source code review. Every skill must have its source code reviewed by a qualified developer before deployment. Look for outbound network calls to unexpected domains, obfuscated code, credential access beyond what the skill description claims, and any attempt to modify the agent's core behaviour.

Approved skill list. Maintain a whitelist of vetted skills. Only skills on this list can be deployed. Any new skill requires a review ticket and sign-off before being added.

Build your own. For critical business functions, write your own skills rather than relying on community-contributed ones. The code is simpler than you might expect, and the security benefit is substantial.

Data classification and flow mapping

Before connecting OpenClaw to any system, classify the data it will access and map the flows. This is both a security requirement and a GDPR/AI Act obligation. Know what data moves where, and ensure it is proportionate to the task.

Inventory every data connection. For each system OpenClaw connects to, document what data it reads, what data it sends, and where that data goes (including to the LLM provider).

Personal data mapping. If OpenClaw processes personal data (names, email addresses, employment details), document the legal basis under GDPR, the retention period, and the data processing agreement with the LLM provider.

Sensitive data exclusion. Establish clear rules for data that OpenClaw must never access: financial credentials, medical records, unencrypted passwords, trade secrets. Configure skills and permissions to enforce these boundaries.

AI literacy training for all users

Article 4 of the EU AI Act requires that every person interacting with an AI system in a professional context has sufficient AI literacy. For OpenClaw, this means every team member who sends commands to the agent, reviews its outputs, or is affected by its actions needs training.

What staff need to know. What OpenClaw is and how it works. What it can and cannot do reliably. How to recognise when it makes errors. When to escalate to a human. Data protection implications of their interactions. How to report incidents.

Role-based training. General users need awareness-level training (2 to 4 hours). Administrators and developers who configure OpenClaw need deeper technical training (1 to 2 days). Managers who oversee AI governance need risk and compliance training.

Documentation trail

Build your compliance documentation from day one. Retrofitting documentation is painful and expensive. Start with these records and maintain them continuously:

System description. What OpenClaw does in your organisation, which LLM it uses, which skills are deployed, which systems it connects to, and the purpose of each integration.

Risk classification. Your assessment of which AI Act risk tier applies to each use case, with reasoning. Use our AI system checker to support this assessment.

Data processing records. GDPR Article 30 records of processing activities that include OpenClaw's data flows.

Decision logs. If OpenClaw makes or influences decisions that affect people, log those decisions with the inputs, the reasoning, and the outcome.

Incident log. Every error, unexpected behaviour, security event, or complaint related to OpenClaw, with timestamps, actions taken, and outcomes.

Incident response plan

Things will go wrong. A skill will malfunction. OpenClaw will send an incorrect email. A security vulnerability will be discovered. Your response plan should cover:

Detection. How you monitor OpenClaw's actions for anomalies. Automated alerting on unusual patterns: unexpected outbound network traffic, high error rates, actions on systems it should not be accessing.

Containment. How to quickly disable OpenClaw or revoke its access. A kill switch that disconnects the agent from all systems should be accessible to multiple people and tested regularly.

Assessment. How to evaluate the scope and impact of an incident. What data was affected? Which decisions were impacted? Who needs to be notified?

Reporting. For high-risk AI systems, the EU AI Act requires reporting serious incidents to the market surveillance authority within 15 days (Article 62). GDPR data breach notification requirements (72 hours to the supervisory authority) may also apply.

Recovery. How to restore correct operation, remediate any damage, and update your deployment to prevent recurrence.

Regular audits and review cycles

A secure, compliant OpenClaw deployment is not a one-time project. Schedule regular reviews:

Weekly. Review OpenClaw's action logs for anomalies. Check that skills are functioning as expected. Verify no new skills were added without approval.

Monthly. Audit service account permissions. Review and rotate API keys and credentials. Check for OpenClaw updates and security patches.

Quarterly. Full compliance review. Reassess risk classifications. Update documentation. Review training completion records. Test the incident response plan.

Annually. Comprehensive reassessment. Is OpenClaw still the right tool? Are the use cases still delivering value? Has the regulatory landscape changed? Update your fundamental rights impact assessment if applicable.

When to choose OpenClaw

You need cross-system automation. If your workflows span multiple tools (email to CRM to project management to DevOps), OpenClaw's skill system is purpose-built for this. ChatGPT, Claude, and Copilot operate within narrower boundaries.

You need full data control. Self-hosting means your data stays on your infrastructure. For organisations with strict data residency requirements or sensitive data, this is a significant advantage over SaaS alternatives.

You have the technical capacity. OpenClaw requires Docker, networking knowledge, security hardening, and ongoing maintenance. If you do not have DevOps capability in-house, a managed SaaS tool is a safer choice.

When not to choose OpenClaw

You need simple content generation. If you primarily need help drafting emails, summarising documents, or generating reports, ChatGPT or Claude are simpler, safer, and faster to deploy.

You are a Microsoft shop. If your entire stack is Microsoft 365, Copilot integrates natively and requires no infrastructure management. The per-user cost is higher but the total cost of ownership (including admin time) may be lower.

You lack security expertise. If you cannot commit to the security hardening described in this guide, OpenClaw is too risky for your organisation. An improperly secured OpenClaw instance is worse than no agent at all.
